Cook your pasta noodles. Make sure to reserve 1 cup of pasta water when the noodles are done. Make the sauce while the noodles are cooking!
Dice the bell peppers. Make sure that it's clean of all seeds.
Heat the olive oil in a large pan over medium heat.
Add the diced peppers, rosemary, thyme, oregano, onion powder, garlic powder, salt, and pepper.
Cook for 15 minutes, or until the peppers are a little bit charred and caramelized.
Add everything in the pan to a food processor or blender. Puree until smooth.
Add the sauce back into the pan over low/medium heat.
Add the parmesan cheese and stir until it's well combined.
Add the reserved pasta water about ¼ cup at a time until the sauce's consistency is smooth and glossy.
Make sure the shrimp is deveined. You can either add it to the sauce raw and cook it in the sauce for a few minutes, or saute it in a separate pan for 2-3 minutes beforehand and add it to the pasta when plating.
Add the noodles to the sauce and let it all cook together for 1-2 minutes.
